Charter of Duties of Head Quarter

Licensing Compliance & Rural

  • Verification of Subscribers to curb the misuse of telecom resources and bonafide use of SIMs.
  • EMF radiation testing and audit of self-certificates to ensure the RF exposure level in within the DoT norms.
  • Service testing and coverage testing to ensure the roll-out of new technology in the service areas.
  • Monitoring and Disposal of Public Measurement Request for EMF testing received in Tarang Sanchar Portal.
  • Mobile Number Portability related matters.
  • Quality of Service testing to monitor the benchmark parameter by conducting the Drive test in cities/towns.
  • Quarterly Newsletter of “Sanchar Samvaad”.
  • Monitoring of mobile coverage in rural areas and inclusion of uncovered villages in USOF schemes.
  • Network coverage/connectivity of villages for Direct benefit transfer (DBT) Mission of banks in rural areas under financial inclusion planning.
  • Design, planning, implementation and monitoring of projects funded by USOF.
  • Improving mobile signal coverage in international border areas – Monitoring and co-ordination with TSPS, LSAS, WMO and other agencies.

Security

  • Act as a technical Interface between security agencies and Telecom Service Providers (TSPs) and resolve the issues related to Lawful Interception and Monitoring.
  • Curbing Illegal activities/unearthing clandestine / illegal operation of telecom Networks.
  • Cyber crime related matters – coordination with  I4C,MHA to  prevent misuse of telecom resources for cyber crimes.
  • Coordination with field units (LSAs) and TSP/ISP for Crosscheck Network Security Audit of Telecom Service Providers (TSPs) & Internet Service providers(ISPs) , Security related inspections of Internet Leased line, International / National Private leased circuit etc
  • Implementation & Monitoring of security related projects like Sanchar Saathi web portal.
  • Functions related to Telecom Cyber Security Incident Response Team (T-CSIRT), A telecom sector specific CERT.

Technology

  • Matters related to new technologies such as 5G, IOT, block chain etc.
  • Telecom services in response to Disaster Management and its implementation in LSAs.
  • Design, Development and Maintenance Related Activities of Web Sites and Web Portals under DGT/LSA.
  • Social Media Handling – Amplification of Social Media.
  • MTCTE Surveillance implementation and Trusted Telecom Portal related matters.
  • Digital Communication Technology (DCT) ecosystem with Start-Ups, SMEs, Incubators, Hubs, etc.
  • Inspection of licensees related matters such as Access Service, ISP, NLD, ILD, VNO, Audiotex etc.
  • Examination of violation of licences and coordination with licensing wing.
  • Issuance of NOC for release of BG cases.
  • Implementation of Short Codes.

Administration & HR

  • General Administration – Procurements of Goods and services/bills processing.
  • Staff matters- Transfer/Postings, Personal claims, e-HRMS, Service Books.  
  • Establishment- Office space matters, Estimates of LSAs and DGT HQ.
  • PG cases /RTI/Appeal cases and its coordination with LSAs.
  • VIP reference/Parliament Questions/ Assurances/other related matters.
  • Capacity Building & Karamyogi-iGOT/Training related matters.
  • Court cases and related matters.

National Broadband Mission

  • Right of Way (RoW) Policy – Handholding with States / UTs / Central Ministries for RoW Policy alignment and other policy alignments like IBS provisions as per the addendum to Model Building Byelaws, 2016 published by MoHUA, amendments related to Power issued by Ministry of Power, forming policy related to ducts charges, 5G portal, mapping of street furniture, and coordinating with States/Smart Cities/NHLML etc. for proliferation of ducts.
  • GatiShakti Sanchar Portal – Development & management of RoW software & Integration with State/UT /Ministry portals.
  • Monitoring of RoW applications pendency and Periodic Meetings with States/UTs to bring down the overall Pendency of RoW applications.
  • PM Gatishakti National Master Plan (a) Coordination with BISAG-N, DoT LSAs, TSPs/IPs for mapping of telecom assets viz Towers/BTS, OFC, PMWANI etc. of TSP/IP/ISPs and street furniture of all States/UTs. (b) Coordination with TSPs/ States for increasing fiberisation of BTSs (c) Acting as GatiShakti Cell of DoT and ensuring capacity building of DoT and BSNL and other PSU officials (d) Participate in NPG (Network Planning Group) meetings of DPIIT for review of Infrastructure projects and represent DoT in various meetings of DPIIT (e) Acting as Secretariat to Secretary (T) for EGoS (Empowered Group of Secretaries) meeting, chaired by Cabinet Secretary.
  • ‘Call Before u Dig’ Mobile App – development & management of CBuD App and coordination with State/UTs and Central Ministries for onboarding of agencies, implementation for usage of CBuD.
  • Acting as Secretariat to Governing Council of Broadband, chaired by Hon’ble MOC and Broadband Steering Committee, chaired by Secretary (Telecom).
  • Supporting the Independent Business Vertical ( eTT E-Telecom Transformation ), set up within CDoT for Unified portal and Digital by Design implementation.
  • NDCP related matters and PM review matters related to NBM issues.
  • Development and management of the Competency Portal for monitoring and upgrading the competency level of officers/staff of DoT.

Electrical

  • Incentivizing use of renewable energy technologies (RETs) in the communication sector.
  • Implementation of environmentally sustainable technologies in rural areas.
  • Promoting and incentivizing deployment of solar and green energy for telecom towers.
  • Playing a vital role to fit to new requirements in the fields of renewable energy, powering of telecom towers without regular electricity connection, energy efficiency and conservation, reducing diesel consumption in telecom operations.
  • Ensuring safety of electrical installations as per CEA Regulations 2010, reducing of carbon footprint etc.
  • Providing and maintaining the building infrastructure in the department and performing related functions including energy conservation and fire safety of infrastructure.
