The West Bengal LSA is firmly dedicated to advancing telecom development, working collaboratively with stakeholders, including Telecom Service Providers, Internet Service Providers, and the State Governments of West Bengal, Sikkim, and the Union Territory of Andaman & Nicobar. The primary goal is to ensure accessible, high-quality, and affordable telecom and internet connectivity for all citizens.
The strategic priorities of the West Bengal LSA encompass several facets, including accelerating BTS fiberisation of telecom towers, enhancing 4G coverage, supporting the Bharatnet initiative, and preparing for the forthcoming deployment of 5G services. Furthermore, the West Bengal LSA is actively involved in diverse initiatives, spanning from EMF testing and assessments of border village connectivity to ASTR/TAFCOP analysis, the cyber Jagrookta program, and efforts to combat the grey market while detecting unauthorized setups. Additionally, the LSA lends its support to State disaster management activities, the PM WANI initiative, and endeavors focused on consumer protection.
Shri Roy M. Jacob joined the Indian Telecommunication Service in 1989. Initially, he worked in the Coimbatore Telecom District and later in the Installation and maintenance of Electronic Switches in Mangalore Telecom District of Karnataka Circle. Subsequently, he was deputed to TCIL in Ghana, West Africa, in the Customer Access Network planning and implementation of the project from 1998 to 2000.
From 2000 to 2011, he worked in BSNL Kerala in different Districts, serving as an Area Manager in Kasaragod District and as DGM Planning in Kozhikode District. Later, he was assigned to the Kerala Circle office at Trivandrum as General Manager for Broadband and Information Technology, in charge of planning and installation of broadband equipment for BSNL Kerala.
From 2013 to 2021, he worked as CGM (Projects) BBNL Kerala and played a key role in completing Bharatnet connectivity to all Grama Panchayats in Kerala by June 2015. He was also given additional charge as CGM BBNL Karnataka ,where he spearheaded the completion of the BharatNet connectivity implementation to all Grama Panchayats by 2018.
Shri Roy M. Jacob joined West Bengal LSA, DoT, on 28th June 2021 and was promoted to Additional DGT, WB LSA, on 30th June 2023.
