It gives me immense pleasure to share the key initiatives, achievements, and ongoing efforts of the Punjab Licensed Service Area (LSA), Department of Telecommunications, in strengthening the telecom ecosystem and advancing the vision of Digital India.
Punjab LSA, having jurisdiction over the State of Punjab, the Union Territory of Chandigarh and urban are of Panchkula, plays a critical role in monitoring telecom and internet service providers, ensuring compliance with licensing conditions, and facilitating seamless delivery of telecom services to citizens. Guided by the National Digital Communications Policy (NDCP-2018), our foremost objective remains the provisioning of robust, secure, and inclusive digital infrastructure across urban, rural, and border areas of the State.
Punjab has witnessed significant progress in telecom penetration, with high mobile density and extensive coverage across inhabited villages. Focused efforts under projects such as 4G Saturation, BharatNet, Samriddh Gram Project and other USOF-supported initiatives are being closely monitored by Punjab LSA to ensure timely completion and effective utilization. Special emphasis is being laid on improving connectivity in rural, border, and strategically important areas to bridge the digital divide and support socio-economic development.
Punjab LSA has been actively engaged in the rollout and monitoring of next-generation technologies, including 5G services, while ensuring adherence to Quality of Service (QoS) benchmarks through regular inspections, audits, and drive tests. Strengthening digital infrastructure, enhancing network resilience during adverse conditions, and minimizing service disruptions remain our constant priorities.
In line with the Government of India’s focus on secure and trusted digital ecosystems, Punjab LSA has intensified efforts in the areas of telecom security, cyber fraud prevention, and subscriber awareness. Initiatives such as Sanchar Saathi, CEIR-based mobile handset recovery, PoS audits, and awareness campaigns on cyber safety, EMF radiation, and telecom frauds are being actively promoted in coordination with State authorities and Law Enforcement Agencies.
Punjab LSA has also taken a proactive role in promoting inter-departmental coordination with State Government agencies, Urban Local Bodies, and infrastructure providers, particularly in matters relating to Right of Way (RoW), Call Before You Dig (CBuD) implementation, and disaster preparedness. These collaborative efforts have helped safeguard critical telecom infrastructure and ensure timely restoration of services during emergencies.
As the telecom sector continues to undergo rapid transformation with emerging technologies such as AI, IoT, 5G and beyond, Punjab LSA remains committed to innovation, capacity building, and effective policy implementation. We are confident that through sustained efforts, stakeholder collaboration, and citizen-centric initiatives, Punjab LSA will continue to contribute meaningfully towards a digitally empowered and connected Punjab.
