With immense pleasure we introduce ourselves as trusted partner of People of Assam in ensuring seamless telecommunication service delivery across the State. In Assam Licensing Service Area (LSA), we are committed to ensure stable telecom services that cater peoples’ needs with efficiency & reliability through Telecom Service Providers (TSPs) & Internet Service Providers (ISPs). The Department of Telecommunications (DoT) is committed in bridging digital gap between urban and rural population and inclusion among the people of Assam for which various telecom projects (funded by Government of India/ Digital Bharat Nidhi) are in progress (like BSNL 4G Saturation project, Amended Bharat Net etc,) under National Digital Communication Policy (NDCP-2018).
In today’s interconnected world, reliable and efficient communication infrastructure is fundamental in driving socio-economic growth and fostering inclusive development. We are steadfast in our mission to provide seamless access to a wide range of telecommunications services, including high-speed internet, mobile connectivity and digital innovations that enrich daily lives.
In a snapshot, Assam LSA office is working in consultation with all stakeholders i.e. TSPs/ ISPs/ IPs and State Government. Presently two Universal Service Obligation Fund projects (executed by M/s Bharti Airtel Limited & M/s Reliance Jio Infocomm Limited) are operative in Assam to provide quality Telecom Service in remote and hilly areas. In addition to it, work on BSNL 4G Saturation project (another flagship project of DoT), which aims to provide 4G connectivity to all uncovered villages across the State is currently underway. Two 5G use case test labs have also been commissioned at IIT Guwahati and NIT Silchar for faster proliferation of 5G technology in the State. DoT is taking all steps to spread awareness about very useful citizen centric services launched through Sanchar Saathi Portal/ App. Telecom users can report fraud calls (financial, digital arrest etc.); block his/her lost/stolen mobile handset; check genuineness of mobile handset; find ISPs working in area etc. through this Portal/App. Feedback, suggestions and support from all the stakeholders are invaluable as we continue to innovate and elevate the standard of Telecom services in our State.

Assam LSA organised an awareness drive on the Prevention of Sexual Harassment (POSH) at the workplace on 07.08.2025 in Guwahati. Participants from around 9 organisations, including State Bank of India, Union Bank of India, Press Information Bureau, Controller of Communication Accounts, National Company Law Tribunal, Regional Licensing Office, Bharat Sanchar Nigam Limited actively took part in the workshop.
Smt. Sunita Chandra, DG Telecom, in her keynote address, emphasized on the need to educate employees, employers, and institutional stakeholders on the provisions of the POSH Act, mechanisms for redressal, and the responsibilities of organisations in building a safe environment for its employees. Speaking on the occasion, Shri Suresh Puri, Addl. DG Telecom and Head of Assam LSA touched upon the importance of this awareness drive to enhance understanding of legal rights, institutional responsibilities, and the need to cultivate respectful professional environments across all sectors.
The feature sessions were led by Ms. Trina Rekha Kalita, Advocate, Gauhati High Court, Ms. Moramee Das, Additional Superintendent of Police (Assam Police) and Ms. Queen Dutta, FasCe India NGO. The speakers highlighted the legal aspect, enforcement aspects and social aspects, aimed at ensuring a safe, secure, and respectful work environment for women. Q&A session followed.
2nd SGPPP review Meeting was held on 18.08.2025 under the chairmanship of Addl. DG(T), Assam LSA. CCA Assam and CGM, BSNL Assam along with their teams, were present in the meeting. The deliberations focused on the progress of SGPPP in the State, maintaining GP up-time, utility of GPDACs, and strategies for FTTH proliferation in rural areas to drive socio-economic development. Some action points were tabulated.
A) TaskForce meetings, consisting of the officers from Assam LSA, Law Enforcement Agencies and Telecom Service Providers were held on 16.07.2025 and 28.08.2025 to increase effectiveness of DoT initiatives, based on intelligence utilization and on-ground experience.
B) A meeting was held on 06.08.2025 with the officers of RBI for discussions regarding Integration of DoT’s Financial Fraud Risk Indicator (FRI) with bank’s system to strengthen Cyber Fraud Prevention. Further, a meeting was held with the Chairman of Assam Gramin Vikash Bank on 19.08.2025 in which the benefits of Digital Intelligence Platform (DIP) and FRI were explained.
13th SBC meeting for Assam held on 6.6.25. The meeting included deliberations on DBN schemes, deployment of street furniture for 5G rollout, enhancement of rural connectivity, CBuD initiative, and the need for awareness & critical role of Sanchar Saathi to combat cyber frauds.
