With immense pleasure we introduce ourselves as trusted partner of People of Assam in ensuring seamless telecommunication service delivery across the State. In Assam Licensing Service Area (LSA), we are committed to ensure stable telecom services that cater peoples’ needs with efficiency & reliability through Telecom Service Providers (TSPs) & Internet Service Providers (ISPs). The Department of Telecommunications (DoT) is committed in bridging digital gap between urban and rural population and inclusion among the people of Assam for which various telecom projects (funded by Government of India/ Digital Bharat Nidhi) are in progress (like BSNL 4G Saturation project, Amended Bharat Net etc,) under National Digital Communication Policy (NDCP-2018).
In today’s interconnected world, reliable and efficient communication infrastructure is fundamental in driving socio-economic growth and fostering inclusive development. We are steadfast in our mission to provide seamless access to a wide range of telecommunications services, including high-speed internet, mobile connectivity and digital innovations that enrich daily lives.
In a snapshot, Assam LSA office is working in consultation with all stakeholders i.e. TSPs/ ISPs/ IPs and State Government. Presently two Universal Service Obligation Fund projects (executed by M/s Bharti Airtel Limited & M/s Reliance Jio Infocomm Limited) are operative in Assam to provide quality Telecom Service in remote and hilly areas. In addition to it, work on BSNL 4G Saturation project (another flagship project of DoT), which aims to provide 4G connectivity to all uncovered villages across the State is currently underway. Two 5G use case test labs have also been commissioned at IIT Guwahati and NIT Silchar for faster proliferation of 5G technology in the State. DoT is taking all steps to spread awareness about very useful citizen centric services launched through Sanchar Saathi Portal/ App. Telecom users can report fraud calls (financial, digital arrest etc.); block his/her lost/stolen mobile handset; check genuineness of mobile handset; find ISPs working in area etc. through this Portal/App. Feedback, suggestions and support from all the stakeholders are invaluable as we continue to innovate and elevate the standard of Telecom services in our State.

The Assam Licensed Service Area (LSA) of the Department of Telecommunications (DoT) has been awarded the runner-up position among all LSAs in the country. The award was presented at the India Mobile Congress 2025, held in New Delhi on 8th October 2025.
Shri Suresh Puri, Additional Director General, Assam LSA, received the award from Dr. Neeraj Mittal, Secretary, Department of Telecommunications, during a ceremony that brought together senior government officials, industry leaders, and key stakeholders from across the telecom sector.
This recognition was based on Assam LSA’s exceptional performance across multiple areas such as telecom service expansion, consumer awareness initiatives, radiation testing, Customer Application Form (CAF) audits, technical discussions, licenses issued, grievance redressal, and action against illegal telecom activities.
Expressing his delight on this achievement, Shri Suresh Puri said, “This recognition is a testament to the hard work, commitment, and efficiency of the entire Assam LSA team. We have undertaken several initiatives under the Sanchar Saathi and Sanchar Mitra schemes, and we hope they will benefit the citizens of our country. We are committed to continuing our efforts to make telecom services more accessible, transparent, and consumer-centric.”

On 27th September 2025, Hon. Prime Minister Shri Narendra Modi inaugurated over 97500 mobile towers, of which more than 92600 were indigenous BSNL 4G full stack of Swadeshi Technology, connecting 26000 unconnected villages. This was virtually attended by Union Minister of Communications; and Development of North Eastern Region (DoNER), Government of India, Hon’ble Chief Minister of Assam and Addl. DGT, Assam LSA.
18 Prominent Engineering Colleges across the state of Assam State including IIT, IIIT, NIT, and other engineering colleges have been finalized for participation in Sanchar Mitra scheme. 347 students have been selected as Sanchar Mitras.
Webinars on Cyber fraud awareness, Sanchar Saathi, EMF radiation and Contributing to Global Telecom Standards have been conducted by NCA-T Ghaziabad for Sanchar Mitras on 14.10.2025, 19.11.2025 and 18.12.2025.
Assam LSA has organized interactive sessions and awareness workshops, focusing on key telecom-related issues, for Sanchar Mitras of various institutes participating in the Sanchar Mitra scheme. Five (5) awareness programs have been organised by the Sanchar Mitras in December 2025 with the objective of spreading awareness about cyber fraud, safe telecom usage, and key Citizen Centric Telecom Services of the DoT.


In a significant initiative to counter cyber fraud and financial crimes, the Department of Telecommunications (DoT) has introduced the Financial Fraud Risk Indicator (FRI)—an analytical tool developed under the Digital Intelligence Platform (DIP) to provide financial institutions with actionable intelligence. All Regional Rural Banks and Co-operative Banks of Assam have been successfully onboarded on DIP. This initiative will strengthen the capacity of regional and rural banks to protect their customers from financial frauds.
Follow-up meetings were held with Nalbari Urban Co-operative Bank on 15.12.2025 and with Assam State Co-operative Apex Bank on 16.12.2025 to explain and facilitate the effective utilization of various initiatives undertaken by the Department of Telecommunications (DoT), such as Mobile Number Revocation List (MNRL), FRI, and the regular sharing of intelligence through the DIP portal. These initiatives aim to enable DoT to take timely action against suspected mobile numbers and to provide Action Taken Reports (ATRs) to the banks.

Assam LSA has conducted drive test with all 04 TSPs in Guwahati City with respect to Call Drop, Rx Quality and Coverage monitoring and covering all the important routes in Guwahati City during September 2025. Spots/routes with coverage issues were identified, and follow-up action taken up with TSPs for optimization and improvement of networks on these spots/routes. Further, the same drive test activity was conducted in and around Srimanta Sankaradeva Kalakshetra, Guwahati, the Venue of BSNL 4G launch (which was dedicated to the nation by Hon’ble Prime Minister of India on 27.09.2025) for ascertaining the coverage.

कार्यालय में 14 सितंबर, 2025 से 30 सितंबर, 2025 तक “हिंदी पखवाड़ा” का आयोजन किया गया। इस दौरान हिन्दी कविता पाठ प्रतियोगिता, हिन्दी सुलेख प्रतियोगिता और हिन्दी श्रुतलेखन प्रतियोगिता का आयोजन किया गया, जिसमें सभी अधिकारियों ने भाग लिया। विजेताओं को नकद पुरस्कार दिए गए । श्री रजनीश पांडे, एडीईटी (ए) ने नगर राजभाषा समिति स्तर पर हिंदी पखवाड़ा 2025 के दौरान आयकर विभाग द्वारा आयोजित हिंदी मसौदा और टिपण्णी लेखन प्रतियोगिता में द्वितीय पुरस्कार जीता।

Under the SGPPP, LSA & CCA officers conducted the survey of Gram Panchayats to monitor the BharatNet infrastructure and the project’s impact. Gram Panchayat Digital Access Committee (GPDAC) meetings were held with the members and the public to discuss and oversee the implementation of projects aimed at providing high-speed internet connectivity and digital services in rural areas for socio-economic development of Rural India.

The 15th State Broadband Committee (SBC) meeting for Assam was held on 16 December 2025. Department of Telecommunications, the State IT Department, Forest Department, Assam Power Distribution Company Limited, PWD (Roads), Bharat Sanchar Nigam Limited, Cellular Operators Association of India, Digital Infrastructure Providers Association, and other stakeholders participated in the SBC. Key discussions focused on 4G Saturation, the Samriddh Gram Panchayat Project, street furniture, Right of Way (RoW) issues, CBuD, and other important telecom-related matters in the state.
