With immense pleasure we introduce ourselves as trusted partner of People of Assam in ensuring seamless telecommunication service delivery across the State. In Assam Licensing Service Area (LSA), we are committed to ensure stable telecom services that cater peoples’ needs with efficiency & reliability through Telecom Service Providers (TSPs) & Internet Service Providers (ISPs). The Department of Telecommunications (DoT) is committed in bridging digital gap between urban and rural population and inclusion among the people of Assam for which various telecom projects (funded by Government of India/ Digital Bharat Nidhi) are in progress (like BSNL 4G Saturation project, Amended Bharat Net etc,) under National Digital Communication Policy (NDCP-2018).
In today’s interconnected world, reliable and efficient communication infrastructure is fundamental in driving socio-economic growth and fostering inclusive development. We are steadfast in our mission to provide seamless access to a wide range of telecommunications services, including high-speed internet, mobile connectivity and digital innovations that enrich daily lives.
In a snapshot, Assam LSA office is working in consultation with all stakeholders i.e. TSPs/ ISPs/ IPs and State Government. Presently two Universal Service Obligation Fund projects (executed by M/s Bharti Airtel Limited & M/s Reliance Jio Infocomm Limited) are operative in Assam to provide quality Telecom Service in remote and hilly areas. In addition to it, work on BSNL 4G Saturation project (another flagship project of DoT), which aims to provide 4G connectivity to all uncovered villages across the State is currently underway. Two 5G use case test labs have also been commissioned at IIT Guwahati and NIT Silchar for faster proliferation of 5G technology in the State. DoT is taking all steps to spread awareness about very useful citizen centric services launched through Sanchar Saathi Portal/ App. Telecom users can report fraud calls (financial, digital arrest etc.); block his/her lost/stolen mobile handset; check genuineness of mobile handset; find ISPs working in area etc. through this Portal/App. Feedback, suggestions and support from all the stakeholders are invaluable as we continue to innovate and elevate the standard of Telecom services in our State.

In the aftermath of a disaster, the telecommunication services are required on top priority and play a pivotal role in undertaking rescue, relief, and rehabilitation measures. The role of DoT is to act as a Lead agency for Emergency Support Function related to provision of telecommunication services by TSPs and coordination with other Government agencies.
At state or telecom circle level, all disaster related activities are coordinated and monitored by State Telecom Disaster Co-ordination Committee (STDCC). The STDCC meetings for FY 2024-25 were held on 25-09-2024 and 26.03.2025. The objective of these meeting was to have effective coordination amongst all stakeholders to ensure the availability of telecom services during disaster to support the administration in undertaking rescue, relief and rehabilitation measures. Improved disaster preparedness plans and various proactive measures resulted in reduction in the time taken to restore the telecom services during Cyclone Remal and floods in 2024 as compared to time taken for restoration of telecom services during floods in 2022.
Assam LSA organized seminars and workshops on Cyber Security and to raise public awareness about the Sanchar Saathi Portal/App, (i) on 17.09.2024 for officers of Assam Staff College, (ii) on 29.10.2024 for officers and staff of BSNL – Assam Circle, BSNL CNTX NE Region and other BSNL field units and (iii) on 11th and 12th March 2025 for officers and staff of Assam Police. Assam LSA also conducted various meetings with officers of Assam police to enhance recovery of lost/stolen mobile phones in Assam State. Regular interaction with Assam Police resulted in increase in recovery of lost/stolen mobile phones.
A meeting was held at Assam LSA on 27.05.2025 to discuss the “Samriddh Gram Panchayat” Pilot Project funded by Digital Bharat Nidhi aimed at the utilization of Bharat Net Fiber to deliver digital services to drive the socio-economic development of Rural India.
From Assam LSA, Addl. DG (T), DDG (R), and ADG (R) attended the meeting. CCA Assam and CGM, BSNL Assam Circle were present along with their respective teams. Deliberations were held on BSNL’s roadmap for achieving the objectives of the project, and on the role of LSA and CCA officers in facilitating and monitoring its implementation to ensure successful execution of the pilot project in Assam. Minutes have been shared with Digital Bharat Nidhi & C.O. BSNL also.
12th SBC meeting for Assam was held on 12th March 2025. Issues related to execution of DBN projects in Assam, challenges and roadmap for Telecom infrastructure development in Assam, adoption of Central RoW Rules in the State and increasing the utilization of CBuD were discussed. Cellular operators and Digital Infra associations also discussed & shared various points related to development of telecom in the State.
